About This Workshop
The
Recognition, Analysis, Mapping and Surveillance (RAMS)
Workshop enhances the ability of Facility Security Managers,
Disaster Preparedness Managers, Emergency Managers, and Law
Enforcements and Counter Terrorism Teams to identify potential
adversary surveillance activities before advance attack planning
phases can begin.
Through classroom training, field exercises
and group discussion, you
will learn how to site specifically map out areas of concern
and effectively staff/monitor areas during heightened threat
levels or mission essential vulnerable operations. Effectively
the results from conducting a correct analysis/mapping will
yield site specific vulnerabilities, Adversary Surveillance
locations, Adversary Operational Areas and Surveillance Detection
locations.
One
of the critical areas that planners and managers seem to struggle
with is mapping out their areas of concern and adhering to
the outcome that the analysis process has produced.
The problem is the placement of personnel in incorrect and
operationally damaging locations. It appears as though
surveillance team members are ending up in their adversary’s
surveillance locations and not locations where the adversary
can be observed from.
The RAMS Workshop
will
clearly define surveillance member field placement, and enhance
member skills by emphasizing the correct areas to focus on.
Also, methods on movement to and from a member location will
be discussed and incorporated into the field mapping process.
This practicum
is applicable for CONUS/OCONUS environments. You will conduct
an actual vulnerability assessment which will develop their
individual skills in a methodical and practical manner.
A full understanding will be gained on how and where to stage
personnel in positions for detecting surveillance.
You will also have the opportunity to
incorporate your course learned skills by completing a detailed
hands on field practical. This exercise will educate
and enable you to arrive home and begin detailed surveillance
analysis on your own facilities and related areas.

James
Liddy, President and CEO, Liddy International (LI)
James Liddy, a Navy SEAL, is internationally recognized as
one of the nation's premiere experts on counter-terrorism,
having headed the U.S. Navy's elite Red Cell Team and led
the creation of DoD's Antiterrorism and Force Protection Plan.
He has served as the Chief of Plans and Policy for the United
States Special Operations Command (SOCOM), Washington Office,
where he planned and coordinated operations in support of
the Global War on Terrorism (GWOT) with the Office of the
Secretary of Defense, the Joint Chiefs of Staff, the Services
and government agencies for the US Special Operations Command.
He has also been a member of the National Security Council
(NSC) Working Group for Regional Response to Terrorism and
part of the Chairman of the Joint Chiefs of Staff's Strategic
Planning Team for the GWOT and has years of counter-terrorism
and related operational experience. Jim holds a Masters Degree
from the John Hopkins University School of Advanced International
Studies (SAIS), has completed the Information Operations Curriculum
at the National Defense University, and is a Doctoral student
in Complex Emergency and Disaster Management at Tulane University.
Jim is an expert in Critical Infrastructure Protection (CIP)
and Continuity of Operations (COOP) strategies.

Christopher Smith, Security
Specialist, Logistics Support Incorporated
Chris
is currently a Security Specialist for the U.S. Government
conducting Chief of Naval Operations Integrated Vulnerability
Assessments (CNOIVA); Port Intergraded Vulnerability Assessments
(PIVA), Personal Vulnerability Assessments (PVA); and
designing, building; and conducting active Surveillance
Detection and Counter Surveillance programs to the force
protection of naval forces and preservation of resources.
Chris’
extensive expertise is built on a solid foundation of over 6
years as and active duty Naval Special Warfare, Sea, Air, Land
(SEAL) Team Member where he routinely engaged in the planning
and operational execution of duties related to anti-terrorism,
counter-terrorism, communications, and sniper operations.

Stewart Smith, MPH, MA, FACCP, Vice President, Health
Services Support, Logistics
Support Incorporated
Stewart is currently
Vice President for Logistics Support Incorporated’s (LSInc’s)
Health Services Support Division where he is responsible for
strategic planning and business development. LSInc’s customized
all-hazards expertise emphasizes emergency preparedness and
response through collaborative partnerships and coordinated
programs with the federal, regional, state, local, and international
markets. Targeted areas include deliberate and crisis planning;
vulnerability assessments; exercises and training; and
consultative services dedicated to help ensure medical and
public health institutions such as universities and hospitals
are fully prepared to meet the challenges of crises and
disasters of any kind. Prior to joining the LSInc team, Stewart
was division manager for General Dynamics (Information
Technology) where he directed activities of his division to
provide CBRNE Medical support to the Office of the Army Surgeon,
oversaw distance learning/computerized training and logistics
contract support to the Army Medical Department, and marketed
divisional programs as frequent lecturer within the U.S. and
Canadian defense, and homeland security markets.
