Wilkins Mr. Wilkins has extensive experience in damage claims, forensic accounting, damage calculations, wrongful termination, federal compliance regulations, FAMP, NFAMP and AWP calculations, auditing, cost and schedule analysis, lost profits, lost wages, and financial, cost analysis. He has been engaged in dispute, regulatory and profit maximization matters with organizations in more than 30 different countries and has led teams in applying compliance review procedures for statutory, regulatory and defense industry initiative compliance. Prior to its acquisition by FTI, Mr. Wilkins was a Partner in KPMG’s Forensic Services practice where he was responsible for the firm’s national public contract litigation services. He also was the coordinating partner for the Washington, DC office and the national product leader for Dispute Risk and Conflict Avoidance. During his industry career, he held key management positions, including senior corporate auditor, controller and chief financial officer, in manufacturing organizations, including those involved in aerospace, defense, electronics, capital goods, mining and other industries. During his professional consulting career, Mr. Wilkins has assisted most of the larger defense contractors in the United States, and other large and small commercial and government contract clients in a wide array of services including litigation and dispute resolution, industry advisory and expression of his professional opinions, and on compliance matters and profit maximization. Mr. Wilkins recent published works include “Understanding the Truth in Negotiations Act in Federal Procurement” (December 1998) and “Government Contract Law” - Supplemental Handout to the Government Contract Guidebook, (Federal Publications Course, December 1999). Mr. Wilkins holds a B.A. from California State University, a B.A. from LaSalle University and a M.B.A. from the University of California. He is a Certified Public Accountant in California, Virginia and the District of Columbia. He is a member of the AICPA, National Contract Management Association, California Society of CPAs, and an Associate Member of the American Bar Association’s Public Contract, Business Law and General Practice sections |
