30 Years Public Safety & Grants Experience |
With 30 years of law enforcement experience, Kurt retired in 2001 as a police lieutenant with the Lake Alfred Police Department, in Central Florida. He was the commander of the communications and criminal investigations division for his department. After the events of 9/11, Kurt served with his local FBI anti-terrorism task force. Kurt also was the grant writer for his city.
Upon retiring from law enforcement, Kurt worked for the City of Lakeland Housing Authority, writing grants for that agency to the U.S. Department of Housing and Urban Development (HUD). He also wrote grants to corporate and private foundations for social service programs. He was involved in the administration of the $24.5 million HUD HOPEVI grant awarded to the Lakeland Housing Authority and had responsibility for $3.2 million of social service programs for that agency. Kurt's work, while at this agency, resulted in several state and national recognition awards while he was employed there.
Kurt has attained an 78% funding success rate in obtaining grants since he began writing grants. Since 2004, the first year of Homeland Defense Journal Grants' operations, Kurt has helped hundreds of public safety agencies win more than $123,000,000 in grant awards from corporate/private foundations and federal and state grant programs.

He was a staff columnist to several local newspapers and wrote a weekly law enforcement column. Kurt was the editor of his agency's newsletter and won both the FAHRO and SERC-NAHRO "Best Newsletter" awards for a housing agency in 2003. Kurt is a featured guest columnist for FireRescue1 and the Homeland Defense Journal.

Margaret Stark

Margaret Stark, SR. LE Consultant, Grants Training is a public safety grant specialist, providing grants services for Homeland Defense Grants. Margaret Stark was the law enforcement grant specialist for ITT Industries Night Vision since 1998, and CHIEF Grants since 2004. She is responsible for personally assisting thousands of police departments across the US and directing their efforts and applications for funding to obtain Federal, State and Foundation/Private funding.
She was previously employed with the Pulaski Police Department in VA, and was the grant writer/administrator for that department during her tenure. She has an additional five years experience in writing grants and fund raising for nonprofits as well. She is an accomplished speaker and instructor, and has presented grant-writing training at national and regional conferences for the past ten years such as the International Association of Chiefs of Police (IACP) annual conference, the American Society for Law Enforcement Trainers (ASLET) annual conference, Virginia Chief’s Association, The Performance Institute, and Sigarms Academy, University of Virginia Command College, Airborne Law Enforcement Association (ALEA), Congressman Steven LaTourette Annual Conference, as well as various other academies and law enforcement facilities across the U.S. Margaret is a certified by the National Grant Writers Association as Senior Grants Specialist, Grant Consultant, Grant Administrator, and Grant Evaluator. |
